SOLICITATION OF EXPRESSIONS OF INTEREST FOR
TEN CASE MANAGERS and TEN ASSITANT CASE MANAGERS
TO THE BANKRUPTCY UNIT OF THE
PRIVATIZATION AGENCY, REPUBLIC OF SERBIA


The Government of Serbia (hereinafter: the GoS), through Serbia and Montenegro, has received a Grant from European Agency for Reconstruction, administered by the World Bank, to support the privatization, restructuring and bankruptcy of the socially-and state-owned enterprises (SOEs) in accordance with the provisions of the Law on Privatization as amended in 2005. Since that time and in accordance with the law, Courts have appointed the Privatization Agency, Republic of Serbia ("PA") acting through its Bankruptcy Unit ("the PA BU"), to act as the bankruptcy administrator of cases involving majority socially-owned or majority state-owned legal entities ("SOE’s").

The Privatization Agency now intends to apply part of this Grant for services to be provided by ten Case Managers and ten Assistant Case Managers.

Selection of the candidate shall be conducted in accordance with the Guidelines: Selection and Employment of Consultants by World Bank Borrowers published in May 2004 and the provisions stipulated in the Letter Agreement.

Selected candidates shall commence the services as soon as the contract is signed and shall continue their work until December 10, 2008, or any other period as may be subsequently agreed by the parties in writing

CASE MANAGERS:

To execute its statutory duties resulting from its appointment as bankruptcy administrator of SOE's, the PA BU retains Case Managers who are responsible for the day to day administration of one or more bankruptcies, either directly, or by managing the activities of sub-contracted agents from the private sector.

Successful candidates for the position of Case Manager must have a clean criminal record and possess relevant academic qualifications:
  • Degree in Economics, Accounting, Law, etc
  • Licensed bankruptcy administrator;

Professional qualifications – or their Serbian equivalents- would be desirable:
  • ACCA, CPA, MBA, CFA, ASA, or other relevant financial qualifications.

Candidates should also have:
  • A record of relevant professional experience (at least 3 years);
  • A grounding in Work-Out, Restructuring or Liquidations;
  • An appreciation of Insolvency legislation and best practice;
  • Outstanding communication skills in spoken and written Serbian (with English an advantage);
  • Mobility and willingness to travel and work away from Belgrade;
  • Strong PC, business and operational analysis skills

ASSITANT CASE MANAGERS:

To execute its statutory duties resulting from its appointment as bankruptcy administrator of SOE's, the PA BU deploys teams headed by Case Managers, who are responsible for the day-to-day administration of one or more bankruptcies typically by managing the activities of sub-contracted agents from the private sector. Each Case Manager is in turn supported by a several Assistant Case Managers.

Successful candidates for the position of Assistant Case Manager must have a clean criminal record and possess relevant academic qualifications:
  • Business and/or Technical qualifications at a University level

Candidates should also have:
  • A record of relevant professional experience (at least 2 years);
  • An appreciation of Insolvency legislation and best practice and a willingness to become a licensed bankruptcy administrator;
  • Possess maturity and strong communication skills in spoken and written Serbian (with English an advantage);
  • Mobility and willingness to travel and work away from Belgrade;
  • Strong PC, business and operational analysis skills.

The CVs shall clearly line out the most relevant and recent projects, which the eligible candidate considers to be most relevant and which best document the experience in accordance with the requirements lined out hereinbefore.
