REQUEST FOR EXPRESSIONS OF INTEREST
FOR
SENIOR COMPONENT COORDINATOR FOR SOCIO-ECONOMIC REGENERATION COMPONENT

Republic of Serbia ("Recipient") has received a Loan from the International Bank for Reconstruction and Development (IBRD), and a Credit from the International Development association (IDA), in an amount not exceeding forty three million USD (USD 43,000,000). The objective of the Project is to support the efforts of Republic of Serbia to revive the depressed Bor region (Borski okrug) through: (i) dealing with urgent environmental and social legacy issues arising from mining sector restructuring; and (ii) fostering new sources of economic growth and job creation in the region. In particular, the Project consists of the following parts:

Part 1. Environmental Management and Remediation
  1. Management of Environmental Liabilities
  2. Remediation of Urgent Environmental Hazards


Part 2. Socio-Economic Regeneration
  1. Labor Redeployment and Employment Support
  2. Private Sector Development

The Ministry of Economy and Regional Development (MOERD) will be the main counterpart at the policy level for the Socio-Economic Regeneration Component. Given the wide range of activities envisioned, the MOERD wishes to engage, through a consulting contract, a full-time Senior Component Coordinator who will combine appropriate technical expertise with project management skills. This person will serve as an interface between the MOERD, Project Steering Committee members, the local steering committee, main PMU, and the local stakeholders, ensuring timely implementation and effective coordination of all day-to-day activities under this Component.

The Senior Component Coordinator should have organization development/management experience and proven ability to manage people. Preferably, the Senior Component Coordinator should have a background/experience in labor and employment issues and in economics in order to effectively deal with project issues which will arise during the course of implementation. The Senior Component Coordinator should have good working relationships with the senior and technical levels of the Government and have proven ability to communicate with high level government officials and staff other ministries and local governments. In addition, the Senior Component Coordinator will need to have experience in dealing with international and bilateral organizations since the project requires close collaboration with other donors active in the sector. Working knowledge of English will be highly desirable. Computer skills will also be desirable.

The CVs shall clearly line out the most relevant and recent projects, which the eligible candidate considers to be most relevant and which best document the experience in accordance with the requirements lined out hereinbefore.

Selection of the candidate shall be conducted in accordance with the Guidelines: Selection and Employment of Consultants by World Bank Borrowers published in May 2004 and the provisions stipulated in the Loan Agreement.
